The Florida Division of Alcoholic Beverages and Tobacco licenses the manufacture, distribution, sale, and service of alcoholic beverage and tobacco products in Florida, including: receipt and processing of license applications; collection and auditing of taxes and fees paid by licensees; and enforcement of the laws and regulation of the alcoholic beverage and tobacco industries, pursuant to Chapters 210, 561-565, 567-569, Florida Statutes. Florida has approximately 77,000 active alcoholic beverage and tobacco licenses, permits, and brand registrations. More than 1.6 billion in state revenue is generated annually through activities regulated by the Division. The Division's three bureaus - Licensing, Auditing, and Enforcement - comprise a team of approximately 328 personnel fulfilling the regulatory obligations of the Division throughout the state.

***This position will be filled at the minimum ($1,074.08 bi-weekly) of the salary range***

Minimum Requirements:

+ (3) years of customer service experience. This experience includes documented work or volunteer experience communicating with customers or clients for the purpose of gathering information.

+ (2) years of computer experience. This experience must include proficient use of Microsoft Word and Excel and may include usage of databases or other forms of on-line software.

+ (1) year of experience in managing accounts receivable, collections, or cash handling.

Duties & Responsibilities:

The Regulatory Specialist II position is assigned a variety of regulation activities for the issuance of licenses, permits, and registrations for the sale of alcoholic beverages and tobacco. This position works independently performing professional work involving eligibility determination activities for the issuance of alcoholic beverage, cigarette, and tobacco licenses, permits, and registrations. The duties of this position include, but are not limited to:

+ Reviewing applications for licenses, permits, and registrations to ensure the applicants, premises, and locations are qualified for licensure. Notifies applicants of any omissions or deficiencies in the application.

+ Processing routine and complex applications based upon department policy, Florida Administrative Code, or Florida Statutes. The ability to understand, interpret, and apply policy, rule, and law is critical for accurate and timely completion of application processing.

+ Independently evaluating qualifications and requirements to determine eligibility for licensure.

+ Independently determining approval or denial of applications submitted for completeness, accuracy, and compliance.

+ Effectively communicating with the supervisor in the event of a denial for further action.

+ Updating all necessary systems, logs, and other applicable data systems consistently and accurately.

+ Providing excellent service, accurate information, and specific guidance to internal and external customers regarding licensure functions.

+ Preparing reports and other documentation to provide information to the division, department, licensees, and the public.

+ Processing fee payments to ensure all monies received are deposited in the correct bank account accurately and timely, per established agency receipting procedures.

+ Accurately responding to internal and external inquiries concerning licensure requirements as well as other pertinent information regarding laws, rules, compliance, policies, and procedures.

+ Ability to multi-task, working on multiple issues simultaneously and independently.

+ Ability to determine work priorities and ensure proper completion of work assignments.

+ Ability to communicate effectively, both orally and in writing, by understanding written sentences and paragraphs in work related documents, by talking with others to effectively convey information, by actively listening to others, and by communicating effectively with others in writing as indicated by the needs of the audience.

+ Knowledge of and ability to understand and apply applicable statutes, rules, local ordinances, as well as policies and procedures regarding licensure and regulation of alcoholic beverage, cigarette, and tobacco businesses.

+ Ability to compile, organize, and analyze data as well as present findings.

+ Ability to establish and maintain effective working relationships with others.

+ Knowledge of computer systems and software used to perform writing, calculating, and data entry tasks, and licensing application processing functions.

+ Knowledge of the techniques for handling complaints and dealing with the public.

+ Applicants able to effectively communicate in English and Spanish will be given additional consideration as determined by need of the office.

+ Ability to handle telephone calls in a courteous and effective manner

+ Must be available to travel for training, meetings, etc. as assigned.

***The hours of work for this position are 8:00 a.m. to 5:00 p.m., Monday through Friday, with a one-hour lunch break. Due to the requirement for interaction with the public during state business hours, this position is not authorized for telecommuting or a flexible work schedule.***
